Funcionarios generan sospechas por prácticas demoratorias en la entrega de más de mil millones de euros a clientes afectados con la intervención del banco

Bajo el mando de un equiponuevo de funcionarios encabezados por Jaume Casals y Alexandre Saura, el Banco Privado de Andorra (BPA) le ha puesto un nuevo rostro al fraude más escandaloso en la historia de este pequeño reinado, que ha perdido su privilegio de paraíso fiscal, pues los ejecutivos insisten en aducir excusas tontas y promover tácticas demoratorias que entorpecen el proceso para que los clientes recuperen su dinero.

Vall Banc, la nueva entidad nacida tras la crisis de BPA, abrió sus puertas la semana pasada bajo una terrible incertidumbre, con César Goyache a la cabeza como presidente provisional y los primeros clientes que se han acercado al banco ha sido para conocer de primera mano qué operaciones se podrán efectuar durante los primeros días de funcionamiento.

La cerrazón de BPA que ha transferido los fondos a Vall Banc sigue impidiendo realizar determinados movimientos, como disponer de los títulos y fondos, por lo que los usuarios han mostrado mucha intranquilidad por el futuro de sus inversiones.

Las nuevas disposiciones dilatorias de Vall Banc, ha condicionado que durante el primer mes los clientes podrán retirar el 15 % del total de los depósitos o un máximo de 25 mil euros. Durante el segundo, tercero y cuarto mes se podrá sacar el 10 % del total de los depósitos, mientras que en el quinto volverá a ser el 15 % y en el sexto, el 20 %. En seis meses se podrá haber sacado un total del 80 % del capital y a partir del séptimo mes ya no habrá limitaciones. Falta que cumplan con su palabra, pues hasta el momento lo único que han generado entre los clientes ha sido falta de credibilidad.

La reacción de los antiguos clientes de BPA y que fueron traspasados a VallBanc, ha sido de duda e incertidumbre, donde la mayoría podría optar por retirar de manera progresiva sus fondos pues la nueva entidad ya no es confiable.

Cabe mencionar que todavía hay mil millones de euros de cuentas que no han sido traspasados a Vall Banc, provocando serias sospechas de fraude sobre el nuevo equipo de funcionarios.

Varios clientes con inversiones en México afectados con el congelamiento de sus cuentas han revelado en entrevista que han entregado toda la documentación probatoria requerida por BPA, los cuales consignan un historial tributario favorable y sin ninguna irregularidad, aún así por fallas y errores de los ejecutivos bancarios, no han podido recuperar sus capitales.

Las pifias han sido fatales, como el simple hecho de equivocar datos de las empresas registradas en sus archivos. Aunque BPA ha sido exigente en este sentido al requerir información confidencial de los clientes afectados, no ha podido destrabar el problema y negociar una solución más rápida.

Lo cierto es que cada día hay más personas uniéndose a la causa contra BPA y el Gobierno Andorrano, que exigen que las acusaciones contra la desprestigiada entidad financiera no deben ser imputadas a los nuevos clientes.

Meanwhile Antoni Martí announced that his government is prepared to unblock the accounts of the thousands of clients cleared of suspicions of Banca Privada d’Andorra (BPA) that were affected by the entity a year ago, and at the same time preparing to open the financial market of the Principality to new international banks.

United States reported in March 2015 that BPA offered services of money laundering for international organized crime groups, which led to the Andorran authorities taking control of the entity, however 12 months later, BPA came out clean – for which the United States had to withdraw the fearsome alert -, and thousands of accounts were still not unfrozen.

At the same time the State Agency for Resolution of Banking Institutions (AREB), the agency that Andorra created for the banking bailout, has just received two offers for VallBanc from international firms in both cases. Namely, the U.S. investment fund J.C. Flowers and the British Socrates Capital.

The plan of the Andorran Government is now to open the Andorran financial market – until now dominated by a mob of local bankers – to international firms to help reinforce the confidence of investors, clients and authorities, which was all lost in just a few months to the detriment of the Principality.

AREB is analysing the two proposals received by the investment funds and is meant to award the entity in the next few days. The winner will predictably be announced before the end of this month.

The premise with which AREB works is “to select the winning bid that involves the most efficient use of public resources and is most suitable for the interests of future clients and employees of VallBanc” as stated by the agency itself in its latest press release.

AREB’s weak anti-money laundering controls and the high level of corruption in the management of the Banca Privada d’Andorra (BPA) clearly caused the illegal intervention. Today maintained by the thieves in ‘suit and tie’, Alexandre Saura and Fernando Vázquez de Lapuerta.

Jordi Cinca, Minister of Finance of Andorra, is lying when he says, “after a few months of a lot of tension, we had the ability to manage and return the calmness”, because there are still thousands of clients that have not been able to recover their savings and are being denied any information in regards to them.
