Investing or opening a bank account with the Mashreq Bank in Dubai, can be a real nightmare for foreign entrepreneurs, and result in fraud because of the actions of the vice president of business banking and relations manager, Ahmed Bilal Sheikh, at the Sharjah branch, an institution that, despite its long history and the experience that it preaches with its anniversary slogan “50 years doing everything possible”. The only possibility with this banking entity is to be scammed by the same executives who take advantage of the existing discriminatory laws in the United Arab Emirates (UAE), and that do not offer any guarantees to investors that decide to deposit their savings in this tax haven.

A year ago, one major client decided to entrust a considerable amount in Euros with Mashreq Bank. In the beginning, the relationship seemed friendly and attentive. However, overnight, without any explanations and without assuming any liability, the bank decided to terminate the business relationship with the investor and close all accounts.

In a suspicious and unilateral manoeuvre, the bank gave the client a scarce seven days to move funds – insufficient time to open another corporate account – without further explanation as to the justification of the contract cancellation. This client requested to extend the deadline on several occasions and was met with negligence, laziness and narrow-mindedness on the part of Ahmed Bilal Sheikh.

Fighting against the clock, the affected client requested a bank wire transfer, but was informed that this can only be made in AED currency to an account in the United Arab Emirates – not in EUR currency as agreed from the beginning -, or a check must be issued for the full amount in EUR, as the bank arbitrarily modified the terms.

As was to be expected, getting the check was a true nightmare, and after a series of adventures, the cheeky executives changed the terms once again, arguing that the only way to hand over his money – either by check or wire transfer – was in AED currency. The currency exchange on such a large accredited sum also implied a juicy commission, where the only beneficiary would be the dishonest bank and consequently the corrupt official Ahmed Bilal Sheikh. Sheikh, having continually disrespected and ignored the client during this process, cowardly avoided an interview on the subject for some time.

However, the ill-reputed bank employee was only looking for ways to gain time in order to get more money, since a currency exchange transaction would provide a good commission from the bank. His task was to pressure the client into accepting a currency exchange change on the lie that Mashreq Bank would otherwise automatically process the exchange at a much lower and worse exchange rate at the end of the stipulated seven-day deadline.

Once the crooks accomplished the currency exchange, they struck a final blow: they would not allow the client to perform a bank wire transfer; only issue a bankers check in AED currency would be permitted. It was an odyssey onto itself to find a bank in the United Arab Emirates to immediately open an account to deposit the check into.

Perhaps with this type of abuse by institutions such as Mashreq Bank, the financial sector in Dubai is seeking to replicate the crisis of 2008. During this period, large private capital intensified with the expectation of a revaluation of the Dirham against the US Dollar but this prospect was withdrawn abruptly, leading to a subsequent decline in the economic activity of the United Arab Emirates.

These practices are known to be systematic by some bank executives such as Ahmed Bilal Sheikh, who used his position to take advantage of clients. This should be brought to the attention of the head bosses, such as the president Ahmed Yousef or the CEO Abdul Aziz Al Ghurair, to end abuse and corruption. Things could get even more complicated. The credit rating agency Standard & Poors (S&P) just recently downgraded its outlook for Mashreq Bank from positive, by confirming the long-term credit range of this bank as BBB.

Invertir o abrir una cuenta bancaria en el Mashreq Bank con sede en Dubai, puede resultar una verdadera pesadilla para los empresarios extranjeros y terminar envuelto en un fraude por parte del vicepresidente de Negocios Bancarios y gerente de Relaciones, Ahmed Bilal Sheikh, de la sucursal de Sharjah, institución que pese a su larga trayectoria y experiencia que pregona y su slogan de aniversario “50 años haciendo lo posible”, lo único posible en dicha entidad bancaria es salir timado por los mismos ejecutivos que se aprovechan de las leyes discriminatorias existentes en los Emiratos Árabes Unidos (EAU) y que no ofrece ninguna garantía a los inversionistas que deciden llevar sus ahorros a este paraíso fiscal.

Hace un año un importante cliente decide confiar una cuantiosa suma en divisa EUR al Mashreq Bank; al principio el trato parecía amable y atento, sin embargo, de un día para otro, sin explicaciones y sin asumir ninguna responsabilidad, el banco decide finalizar la relación comercial con una de las empresas del inversionista y cancelar todas sus cuentas.

En una maniobra sospechosa y unilateral, el banco le da escasos siete días para que pueda mover los fondos -tiempo insuficiente para abrir otra cuenta corporativa-, sin dar mayor información sobre las razones que derivaron la anulación del contrato, por lo que en repetidas ocasiones solicita ampliar el plazo, encontrando siempre negligencia, desidia y cerrazón por parte de Ahmed Bilal Sheikh.

Luchando siempre contra reloj, el afectado solicita una transferencia, pero le informan que ésta solo procede en AED a cuenta en Emiratos Árabes Unidos, y no en EUR como estaba pactado desde un inicio, o en su defecto emitir un cheque bancario por el importe total en EUR, ya que el banco arbitrariamente modificó los términos.

Como era de esperarse, conseguir el cheque fue todo un calvario, y tras pasar una serie de peripecias, los conchudos ejecutivos vuelven a cambiar los términos argumentando que la única forma de entregarle su dinero, ya sea por cheque o transferencia, era en la divisa AED. El cambio, por el importe que acreditaba una cuantiosa suma, implicaba también el cargo de una jugosa comisión, donde el único beneficiario sería el deshonesto banco y en consecuencia el corrupto directivo Ahmed Bilal Sheikh que, en todo momento, cuando los perjudicados podían hablar con él -ya que siempre se escondía en una actitud cobarde-, les brindó un trato déspota y denigrante.

No obstante, el envilecido empleado bancario lo único que buscaba era ganar tiempo para poder sacar más dinero, ya que por conseguir la operación de una divisa más elevada obtendría una buena comisión del banco y su tarea era presionar a los clientes para que aceptaran el cambio con la mentira que Mashreq Bank lo procesaría automáticamente a un tipo de cambio muy inferior, al cumplirse los siete días que había estipulado como fecha fatídica.

Una vez que los sinvergüenzas lograron el cambio de moneda, vendría la estocada final: no les permitían realizar la transferencia si no era con un cheque bancario y en la divisa AED, lo que resultó una odisea encontrar un banco en los Emiratos Árabes Unidos para abrir una cuenta a nombre de la empresa e ingresar el cheque.

Quizá con estas acciones de abuso por parte de instituciones como Mashreq Bank, el sector financiero de Dubái quiera replicar la crisis de 2008, cuando los grandes capitales privados, que se habían intensificado con la expectativa de una revalorización del Dírham frente al Dólar estadounidense, se retiraron de manera abrupta, con un consecuente deterioro en la actividad económica de los Emiratos Árabes Unidos.

Se sabe que estas prácticas son sistemáticas de algunos ejecutivos bancarios como Ahmed Bilal Sheikh, que usa su posición para sacar ventaja económica, y lo cual debería ser del conocimiento de sus jefes superiores como el presidente Ahmed Al Yousef o el CEO Abdul Aziz Al Ghurair, para que le pongan un alto a estos vivales. Y las cosas se les podría complicar porque la agencia de calificación de riesgo Standard & Poors (S&P) apenas el año pasado rebajó de positiva a estable su perspectiva para Mashreq Bank, al confirmar su rango crediticio de BBB a largo plazo para dicha entidad bancaria.
