Not to mention that the Andorran banking closed 2016 with a net attributable profit of 156 million euros, 7% less than in 2015, and a total volume of managed resources of 45.514 million, 0,7% more than in the previous year.

The Andorran financial sector, that includes the entities Andbank, Grup Credit Andorra, Mora Banc, Banc Sabadell d’Andorra and Vall Banc, operated last year in a negative environment that affected the financial margin, as well as rising costs resulting from the adaptation to the new regulatory framework of the European banking sector.

The fact that the BPA case has adversely affected the banking system of the country of the Pyrenees, the homologation with international practices will represent a challenge for the competitiveness of the financial sector at medium term. The agency has nuanced again that the country would suffer in the event that the legal cases arising from the BPA matter, will result in compensation costs for the Government, which could amount to 360 million euros, almost the annual budget of the Government.

The increase of 1% of GDP in 2016, as a result of the pulverizing of the financial system, and the loss of key markets for Andorra, such as Spain, along with the failed negotiations with financial institutions, such as the International Monetary Fund, have only increased the fear of foreign investors. Investors who now have stopped to see the market as something attractive.

In the face of the regulatory changes made by Andorra in recent years in the field of the “transparency”, the clients have shown distrust and the Andorran government has not been able to mitigate a potential flight of savers.

The Andorran banking lived its greatest moment of difficulty two years ago, when the BPA was intervened by the government, after the United States announced that it was investigating the entity for allegedly channelling funds from organized crime. However, the number of measures promoted by the executive board of the Principality, has not been able to restore the confidence in this sector, which accounts for approximately 21% of the country’s GDP.

It is known that the entities have all this year to identify all clients with balances of over one million euros and one additional year to register to rest, leaving in the hands of the authorities what to do with the clients who refuse to provide the requested information. In the first half of 2018, Andorra will begin to send the information to the rest of the countries of the previous financial year.

The impact that the automatic exchange of information could have in volume of clients would be negative, since the latest figures from the Spanish tax authorities, as of 2015, show that since 2012, the assets of the Spaniards in Andorra has fallen by 700 million euros.

On the other hand, the Madrid native César Goyache, after having been signed by the Government of Andorra to lead the new body of resolution of financial institutions, AREB – created professed after the BPA scandal -, disqualifies a priori the Andorran financial market to the highest degree when he claims that BPA was a systemic problem, as it represented 20% of its banking.

The arrival of J.C. Flowers, when buying Vall Banc, did nothing to improve the weakened economy of Andorra, which is far from being a competitive open and transparent financial market. There are still many doubts about the effectiveness of the agreements of the automatic exchange of information signed with other countries, despite the fact that the Andorran banks are now at a surveillance level as high as or higher than that of any European market.

Con una baja aprobación -casi en el límite- la agencia de calificación Standard & Poor’s (S&P) mantiene el rating de la deuda a largo plazo de Andorra en BBB- con perspectiva estable, lo que no es una buena noticia, luego de la crisis bancaria vivida en los dos últimos años, que se vería agravada con el acuerdo de intercambio automático de información fiscal que entró en vigor el pasado 1 de enero, contrario a lo que piensan muchos analistas financieros.

Sin contar que la banca andorrana cerró el ejercicio 2016 con un beneficio neto atribuido de 156 millones de euros, un 7% menos que en 2015, y un volumen total de recursos gestionados de 45.514 millones, un 0,7% más que el año anterior.

El sector financiero andorrano, que conforman las entidades Andbank, Grup Credit Andorra, Mora Banc, Banc Sabadell d’Andorra y Vall Banc, operó en el último año en un entorno negativo que afectaron al margen financiero, así como de costes crecientes derivados de la adaptación al nuevo marco normativo del sector bancario europeo.

El hecho de que el caso BPA haya perjudicado al sistema bancario del país pirenaico, la homologación con las prácticas internacionales representará un reto para la competitividad del sector financiero a mediano plazo. La agencia ha matizado nuevamente que la calificación del país se vería perjudicada en el caso de que los procesos legales derivados del asunto BPA repercutieran en unos costes por compensaciones a cargo del Gobierno, que podrían ascender hasta 360 millones de euros, casi el presupuesto anual del Gobierno.

El incremento del 1% del PIB durante el 2016, como resultado de la pulverización del sistema financiero, y la perdida de mercados clave para Andorra, como es España, así como las fracasadas negociaciones con instituciones financieras como el Fondo Monetario Internacional, sólo han acrecentado el miedo de los inversionistas extranjeros que han dejado de ver la plaza como algo atractivo.

Ante los cambios normativos realizados por Andorra los últimos ejercicios en el ámbito de la “transparencia”, los clientes han mostrado desconfianza y el gobierno andorrano no ha sido capaz de paliar una potencial fuga de ahorradores.

La banca de Andorra vivió su momento de mayor dificultad hace dos años, cuando fue intervenida la BPA por el gobierno, después de que Estados Unidos anunciara que investigaba a la entidad por canalizar supuestamente fondos del crimen organizado. Sin embargo, la serie de medidas impulsadas por el ejecutivo del Principado, no ha podido devolver la confianza a este sector, que supone aproximadamente el 21% del PIB del país.

Se sabe que las entidades tienen todo este año para identificar a todos los clientes con saldos de más de un millón de euros y un año más para registrar al resto, dejando en manos de las autoridades qué hacer con los clientes que rehúsen facilitar la información requerida. En el primer semestre de 2018, Andorra comenzará a remitir anualmente la información al resto de países sobre el ejercicio vencido.

El impacto que puede tener el intercambio automático de información en volumen de clientes sería negativo, ya que las últimas cifras de la Agencia Tributaria, de cierre de 2015, muestran que desde 2012 el patrimonio de los españoles en Andorra ha caído en 700 millones de euros.

Por otro lado, el madrileño César Goyache, luego de ser fichado por el Gobierno de Andorra para liderar el nuevo organismo de resolución de entidades financieras, AREB, creado ex profeso tras el escándalo BPA, descalifica a priori a la plaza financiera andorrana, cuando afirma que BPA era un problema sistémico, en grado máximo, por representar el 20% de su banca.

La llegada de J.C. Flowers, al comprar Vall Banc, en nada ha mejorado la mermada economía de Andorra que está lejos de ser un mercado financiero competitivo abierto y transparente, ya que hay muchas dudas sobre la efectividad de los acuerdos de intercambio automático de información firmados con otros países, a pesar de que los bancos andorranos están ahora a un nivel de vigilancia tan alto o más que el de cualquier plaza europea.
