The minister defends the indefensible, the irresponsibility attributed to AREB and the possibility that other countries will consider Andorra as a less serious financial market, is total responsibility of the agencies of the Principality. The solutions adopted in the BPA case have had costs for all parties, in total, less than those suffered in other similar crises.

What is certain is that Andorra has never had the ability to give a clear answer to a serious situation, in the eyes of the international market, while Cinca did not have any other option than to acknowledge that Credit Suisse continues without unlocking the variable interest that BPA has deposited. In effect, the Swiss entity has requested prerogatives from the first day, which Andorra has neglected; it would seem that the Minister Cinca is pretending to divert the attention to cover up the inability of AREB.

During the process of forcible liquidation of BPA, AREB has been negligent at all times and unable to ensure adequate protection of the rights of the investors. To the contrary, it has caused more damage and their lack of response has led to the failure of the negotiations with the new entity that guardianship the funds.

The great solvency proclaiming the Andorran banking, was unfortunately never a relief to the savers and, despite AREB having been instated, this institution has also not done anything to review the cases of the depositors in Europe. To the contrary, it has managed to become a real obstacle for the affected clients in accessing all of their deposits. Worse yet, nor the Government of Andorra itself was able to come to the rescue of the financial system or to act as an ultimate lender to avoid a liquidity crisis that dragged in distrust and discredit to its main subsidiary, the Banco Madrid, acquired in 2011 by BPA.

Meanwhile, the brothers Higini and Ramon Cierco, former main shareholders of BPA, still maintain legal actions presented in multiple jurisdictions, after having offered repeatedly a negotiated solution to a crisis that negatively affects the Principality.

The Cierco group has assured that the Government of Andorra has systematically rejected the dialog, and is criticizing the opacity of the process associated with the intervention of BPA, since the audit by PricewaterhouseCooper (PwC) has still not been made public after over a year since its conclusion. The former shareholders of the Andorran bank have been convinced that the senseless actions by the Government of Andorra, and by the institutions that have accompanied – mainly AREB-, in the subsequent management of the crisis following the intervention of the BPA, have given way to the worst moments in the country’s recent financial history.

El ministro defiende lo indefendible, la irresponsabilidad que se le atribuye a la AREB y la posibilidad de que otros países puedan considerar a Andorra como una plaza poco seria, es completa responsabilidad de los organismos del Principado. Las soluciones adoptadas en el caso BPA han tenido unos costes para todas las partes, en conjunto, menores de los sufridos en otras crisis similares.

Lo cierto es que Andorra nunca ha tenido la capacidad de dar una respuesta clara a una situación grave, a los ojos del mercado internacional, mientras Cinca no le ha quedado más remedio que reconocer que Credit Suisse sigue sin desbloquear la renta variable que tiene depositada BPA. En tanto la entidad suiza ha pedido desde el primer día unas prerrogativas a las que desde Andorra se ha ido dando largas; pareciera que el ministro Cinca pretende desviar la atención para encubrir la incapacidad de la AREB.

Durante el proceso de liquidación forzosa de BPA, la AREB en todo momento se ha mostrado negligente e incapaz para garantizar la debida protección de los derechos de los inversores, por el contrario, ha causado mayores perjuicios y su falta de respuesta ha motivado el fracaso de las negociaciones con la nueva entidad que tutela los fondos.

La gran solvencia que pregonaba la banca andorrana, lamentablemente nunca fue alivio de los ahorradores, y a pesar de haberse instaurado la AREB, ésta institución tampoco ha hecho nada para revisar los casos de los depositantes en Europa, por el contrario, se ha encargado de ser un verdadero obstáculo para que los clientes afectados puedan acceder a todos sus depósitos. Peor aún, ni el propio Gobierno de Andorra fue capaz de salir al rescate del sistema financiero o de actuar como último prestamista para evitar una crisis de liquidez que arrastró en la desconfianza y el descrédito a su principal filial, el Banco de Madrid, adquirido en el 2011 por BPA.

Por su parte los hermanos Higini y Ramón Cierco, antiguos accionistas mayoritarios de BPA, aún mantienen acciones judiciales abiertas a múltiples jurisdicciones, después de haber ofrecido reiteradamente una salida negociada a una crisis que afecta negativamente al Principado.

Grupo Cierco ha asegurado que el Gobierno de Andorra ha rechazado de manera sistemática el diálogo, y critica la opacidad del proceso relacionado con la intervención de BPA, ya que hasta el momento no se ha hecho pública la auditoría de PricewaterhouseCooper (PwC) a más de un año de su conclusión. Los antiguos accionistas del banco andorrano se han mostrado convencidos que la actuación sin sentido del Gobierno de Andorra, y de las instituciones que los han acompañado -principalmente la AREB-, en la gestión posterior de la crisis a raíz de la intervención de la BPA, han dado paso a los peores momentos de la historia financiera reciente del país.
